What is certification?
It is the activity by which an independent, impartial third party (a Conformity Assessment Body) formally states in writing that any product, test, service, inspection, system, or personnel complies with specified standard requirements, technical regulations, or criteria, following an evaluation.
What is accreditation?
A third-party attestation that a Conformity Assessment Body is competent and capable of performing conformity assessment activities in line with nationally and internationally established criteria, expressed officially.
Accreditation
The evaluation of Conformity Assessment Bodies (laboratories, inspection, certification, verification, etc.) by national and/or international accreditation bodies against nationally and internationally accepted technical criteria, approval of their competence, and their regular surveillance at defined intervals.

For this purpose, the Multilateral Agreement (MLA) is a signed agreement under which signatories recognize the equivalence of accreditation systems operated by member signatories and accept the reliability of conformity assessment results (certificates) provided by Conformity Assessment Bodies. Accreditation bodies established by the signatory members—such as DAKKS in Germany, UKAS in the United Kingdom, RVA in the Netherlands, and TÜRKAK in Türkiye—audit Conformity Assessment Bodies applying to them against accreditation criteria within the requested scopes and, if compliant, attest that they are competent and eligible to deliver accredited certification services.
For national governments and authorities
Supporting the implementation of European, global and national legislation by confirming compliance with standards and applicable requirements; increasing trade and economic growth by providing confidence to authorities and stakeholders; ensuring economical use of resources and cost reduction by removing a range of administrative obligations; reducing the need for authorities to employ expert assessment staff for controls and avoiding duplicated inspections.
For industry and business
Enhancing competitiveness: organizations can differentiate their services by providing objective evidence of technical competency, impartiality and compliance with international requirements, and avoid re-testing costs. Reducing controls and increasing quality: importing goods and services with an accredited report or certificate can be less risky and cheaper since businesses are not required to provide additional evidence. Supporting exports: internationally recognized accreditation removes barriers to trade and creates new opportunities in the global market.

Thus, certification of the management system creates value for organizations, their customers and other interested parties. The fundamental purpose of certification is to provide all interested parties with assurance that the certified management system meets specified requirements. Certificates and reports issued by Accredited Conformity Assessment Bodies bearing the mark of an IAF (International Accreditation Forum) member act as a “passport for trade.” The confidence brought by accreditation removes the need for suppliers to obtain certification in every country where they sell their products or services and provides a framework for goods and services to cross borders across Europe and worldwide.

Certification Bodies and Their Characteristics
Certification bodies are organizations that, within their accredited scopes, conduct impartial conformity assessment (audit, certification) according to agreements with clients and pre-defined conditions and issue accredited certificates. These activities are performed in compliance with accreditation requirements. Certification bodies may perform conformity assessments in areas where they are not accredited; however, they may not place the accreditation mark on certificates they issue for such activities.
What should I consider when choosing a certification body?
You should choose an accredited certification body that is authorized to certify, reliable, and whose certificates are accepted in national and international markets. For this purpose, request the accreditation certificate of the certification body you will work with and review the scope of that accreditation. Within the certification activities conducted in Türkiye, does the body’s scope cover your organization’s activities? If not, the certificate it issues will not be a recognized certificate.
